For their third album, Danny Shirley and Co. of Confederate Railroad crank out a predictable mix of working-class anthems, odes to Daddy, and honky-tonk tales. And though When and Where could have been another play-by-numbers outing, Shirley's redneck bark and some strong songwriting add soul. This Railroad is one of the year's classier models.

After 25 years together, the Atlanta-based country/Southern rock band Confederate Railroad isn't blazing any new trails with their newest collection. But they do down and dirty a lot better than most of the pablum that passes for country these days. If you need a country soundtrack for a night of drinking and troublemaking, Confederate Railroad can still provide you with a few Cheap Thrills.

In some parts of the world, it's always 1974. The deaths of Berry Oakley and Duane Allman still sting, Waylon Jennings and Jerry Jeff Walker are revered, shouts of "Free Bird"!!! at concerts aren't meant ironically, and people still remember who the Marshall Tucker Band were. It's a simpler, better place, and there, Confederate Railroad are superstars...

By their third album, Confederate Railroad had established their fusion of Lynyrd Skynyrd and Alabama and knew what worked and what didn't. In other words, When and Where offers nothing new from the band, but it is far from a bad record. The group has gotten predictable, but they continue to shine, whether it's on the rowdy rockers or the surprisingly smooth, radio-ready ballads...
